The 2018-2019 supplement includes a number of changes, such as the following:

  • Elimination of Medicare caps on physical therapy and occupational therapy coverage
  • Newly available Medicare enrollment periods
  • Veterans’ benefits developments, including discussion of elements of service connection, secondary service connection, and conditions for which service connection cannot be established
  • Recently created Wisconsin statutes, including new chapter 52 (supported decision-making agreements) and new chapter 53 (uniform adult guardianship jurisdiction)

The 2016-2017 supplement reflects key legal developments since publication of the 2014-15 revision, including:

  • Additional rulings in the ongoing litigation regarding the Medicare “improvement standard”
  • Sweeping changes to the estate recovery program
  • Revisions to the medication copayment system for veterans
  • Policy changes and litigation affecting functional eligibility determinations
  • Repeal of the deadman’s statute

Please note: As this book was going to print in June 2015, the Wisconsin Legislature was considering vast changes to Wisconsin’s community-based long-term care system. For discussion of the proposed changes and the current state of the law, see chapter 17.
