When a new president takes office, changes to the National Labor Relations Board (NLRB) are common. In early 2025, the removal of key NLRB officials, including General Counsel Jennifer Abruzzo and Board Member Gwynne Wilcox, created a lack of quorum, temporarily halting the Board’s decision-making.1 Shortly after, Acting General William B. Cowen was appointed, and more than two dozen memos issued by Abruzzo were rescinded.2
