The Kathryn Rasmussen Bullon Fund for Legal Representation, administered by the Wisconsin Law Foundation, was created to strengthen access to justice in rural Wisconsin.
Through this fund, the Rural Practice Development Program selects three attorneys each year who are willing to relocate to rural Wisconsin, establish a practice, and commit to living and working in these communities for at least two years. These attorneys receive a combination of financial support and professional resources, including:

$10,000 in stipends – $5,000 awarded at the start of their commitment and $5,000 after successful completion of the two-year term.

Free access to essential resources – a subscription to PINNACLE® Books UnBound®, the PINNACLE® Ultimate Pass™ Gold for CLE, and, if applicable, membership in the Lawyer Referral Service panel.
This combination of funding and professional tools helps new attorneys establish sustainable practices, integrate into the community, and deliver legal services to residents who might otherwise go without representation.
Rural employers—including law firms, nonprofits, and government agencies—are also invited to participate by providing employment opportunities for program participants. This partnership creates a direct path to connect motivated attorneys with communities in need.
