Rebecca Below SBWCPTM has been working in the legal field since 2004. She is a Madison College alum and spent the first fourteen years of her career working for a Milwaukee-based civil litigation firm at its Madison location. In 2018, she joined the City of Madison as a paralegal/mediator working in the Department of Civil Rights Equal Opportunities Division. Rebecca’s focus within the Equal Opportunities Division is serving as mediator for parties to complaints of discrimination and assisting the hearing examiner in drafting decisions.

In addition to exposing the Department of Civil Rights’ paralegal interns to the inner workings of the mediation process, Rebecca also helps guide and mentor them through the decision drafting writing project that is the capstone of their internship. Rebecca is a State Bar of Wisconsin Certified Paralegal and a member of the Madison Area Paralegal Association and the Association for Conflict Resolution.

Clifford Blackwell is a 1975 graduate of Harvard Law School. He is licensed to practice law in Wisconsin, Illinois, and Chicago. Attorney Blackwell has worked as a litigator for the United States Environmental Protection Agency in Chicago and Denver. He has also had a private practice in Madison concentrating on housing issues.

Attorney Blackwell is the current Hearing Examiner for the City of Madison’s Department of Civil Rights, a position he has held since 1990. The Department has participated in the Madison College Paralegal Program as a host site for interns for many years. Interns at the Department of Civil Rights learn the importance of writing a number of different types of legal documents throughout their internship.
