In addition to funding households, schools, and small businesses, the American Rescue Plan Act of 2021 (ARPA) provided substantial federal dollars to state and local governments to help counter the impacts of the pandemic. These funds can be used for the provision of services including investments in water, sewer, and broadband infrastructure; premium pay for essential workers; revenue replacement due to COVID-19, and more.
