Andrew T. Phillips
Andrew T. Phillips, Wisconsin Counties Association, Madison, has built his career helping counties, school districts, and other public entities turn complex challenges into opportunities. With a deep understanding of how law and public policy intersect, he offers clients practical, workable solutions—driven by his passion for local government and his determination to find the best possible path forward.
Attorney Phillips has argued before the Wisconsin Supreme Court, advocated in the Legislature, represented clients before administrative agencies, and supported management at the bargaining table. He is especially proud of helping counties create a commission model for nursing home licensure, supporting managed care organizations in delivering long-term care through the Family Care program, and organizing a multi-county commission to authorize PACE financing across Wisconsin. His work reflects his commitment to embracing difficult issues and helping clients transform them into opportunities.
Attorney Phillips serves as outside General Counsel for the Wisconsin Counties Association, works closely with school districts statewide, and is also counsel to a national conduit bonding authority.
Rebecca J. Roeker
Rebecca J. Roeker focuses her practice at Attolles Law, S.C. in Sussex on assisting governmental entities and organizations with a variety of legal issues involving land resources and development. With over 20 years of experience in both private practice and state service, Attorney Roeker’s diverse practice allows her to advise on legal issues while adding value as a solutions-orientated project team member. Her state service includes serving as Chief Legal Counsel for the Wisconsin Department of Transportation and the Department of Agriculture, Trade and Consumer Protection. She also worked as a WisDOT construction project attorney across multiple regions, focusing on the development and construction of major interstate projects.
In private practice, Attorney Roeker has represented governmental entities, developers, real estate and construction companies, land conservation organizations, transportation organizations, telecommunications companies, and financial institutions. She has held leadership roles including City Park, Recreation and Forestry Board President and City Plan Commissioner. Attorney Roeker has been active in organizations such as the Wisconsin Realtors Association and the Wisconsin Transportation Builders Association.
Attorney Roeker’s current practice blends both her private and public practice in matters involving land use, zoning, renewable energy regulation, construction, transportation, natural resources, and legislative matters when representing Wisconsin counties, school districts, and public service organizations.
