Infrastructure Development Updates 2024

Carrie Cox is the Chief Legal Counsel and the Director of the Office of General Counsel (OGC). The OGC acts as legal counsel for WisDOT and works closely with WisDOT leadership to provide guidance on a wide variety of legal issues. Ms. Cox has been at WisDOT since 2011. As a project attorney, she worked on several large, complex projects including the Zoo Interchange, I-39/90, and a WIS12/18 (Beltline) study.

Prior to joining OCG, Ms. Cox was the Vice President of Legal and Regulatory Affairs for Charter Communications and an attorney in private practice with Whyte Hirschboeck Dudek, S.C., in Milwaukee. Ms. Cox graduated with a bachelor’s degree in political science from UW-Milwaukee and a juris doctor from Marquette University Law School.

Marney Hoefer is senior counsel for EDF Renewables, Inc. where she works with the Asset Optimization Team that operates over 60 renewable facilities across North America. She has worked for a regulated utility, the Wisconsin Department of Natural Resources, and in private practice.

She received her law degree from University of Wisconsin Law School, her master’s in environmental science from University of Wisconsin-Madison, and her undergraduate degree in economics and environmental studies from University of Colorado Boulder. She is very excited to be a part of the energy transition to renewable energy and takes a particular interest in agrivoltaics and prairie restoration.

Sarah A. Slack is an attorney in the Environmental Group in the Madison office of Foley & Lardner LLP. She received her undergraduate degree from Grinnell College, and a joint degree in law and land use planning from the University of Iowa, where she was a member and senior note and comment editor of the Iowa Law Review and elected to the Order of the Coif. Ms. Slack is a board member of the Environmental Law Section of the State Bar of Wisconsin and is a member of the Dane County Bar Association.

Ms. Slack’s practice focuses on Brownfield remediation/redevelopment, environmental compliance counseling, transactions, and environmental litigation. Ms. Slack counsels residential and industrial property developers, as well as municipal, nonprofit, and institutional clients about remediation and Brownfield development. Ms. Slack also provides counsel to clients regarding air emissions, waste management, underground storage tank compliance, and water discharge permitting and compliance.
