System Legal Counsel - UW System Administration Office of General Counsel
The University of Wisconsin System is one of the largest systems of public higher education in the country and employs more than 40,000 faculty and staff statewide. The UW System institutions’ combined headcount enrollment is approximately 175,000, and the System confers more than 36,000 degrees each year. The UW System is comprised of 13 four-year universities, 13 freshman-sophomore UW colleges, and a statewide UW-Extension. Two of the universities (UW-Madison and UW-Milwaukee) are doctoral degree-granting institutions and 11 are master’s degree-granting comprehensive institutions. The UW System is governed by a single Board of Regents comprised of 18 members. The UW System head is the President of the System. Together, these institutions are a tremendous academic, cultural, and economic resource for Wisconsin, the nation, and the world. <br /><br />The Office of General Counsel (OGC) provides comprehensive legal services to the UW System comprehensive campuses and to UW Colleges and UW-Extension, including advice on a wide variety of legal matters such as personnel issues, student affairs, public records and open meetings, real estate, risk management, and immigration, among others. OGC also reviews and drafts policies; reviews, drafts, and negotiates contracts; represents UW institutions in administrative hearings; and acts as a liaison with the Wisconsin Department of Justice in litigation filed in court. An emphasis on proactive and preventive law is foremost, and OGC attorneys provide training on legal issues to administrators and staff throughout the UW System. This position is located in Madison. <br /><br />Major Responsibilities: <br />The System Legal Counsel position renders oral and written advice on legal matters to officers and employees of the UW System. This position requires the ability to exercise independent judgment and professional discretion in the identification, management, and resolution of legal problems. The position further requires the ability to analyze legal problems, conduct legal research, and make written and oral presentations before various UW System constituents, governmental agencies and various outside organizations. The incumbent selected for this position will: <br /><br />– Provide legal advice and assistance to UW System officers and employees on the interpretation and implementation of constitutional, statutory, and administrative rule requirements, as requested or assigned by the General Counsel. <br />- Provide legal representation before federal and state administrative agencies, and internal proceedings, in matters involving discrimination, personnel, and labor issues and advise clients regarding these subject areas. <br />– Provide legal counsel to faculty and academic staff committees and other internal committees, as assigned by the General Counsel. <br />– Assist in the investigation and preparation of litigation matters in cooperation with the Attorney General’s office, as assigned by the General Counsel. <br />– Provide formal and informal educational sessions on legal issues relevant to higher education for a variety of UW System professionals. <br />– Other duties as assigned by the General Counsel. <br /><br />Minimum Qualifications: <br />To be considered for this position, applicants must have: <br />– A Juris Doctorate (JD) from an ABA-accredited law school. <br />– Licensure in good standing or eligibility for licensure to practice law in the state of Wisconsin by the date of appointment. <br />– Five or more years of experience working as a practicing attorney. <br />– Superior communication and legal research skills and the ability to communicate effectively, both orally and in writing. <br />– Willingness to travel in-state and out-of-state, as necessary. <br />– Experience with personal computers, including word-processing and communication software application programs, and legal research databases. <br />– Ability to work cooperatively with other System attorneys and university professionals. <br />– Demonstrated commitment to diversity and capacity to work in a diverse environment. Low Income Taxpayer Clinic Director and Qualified Tax Expert
The Legal Aid Society of Milwaukee, a non-profit legal service organization that provides legal services to low-income Milwaukeeans, has an opening in its Low Income Taxpayer Clinic (LITC). This individual would serve both as the Qualified Tax Expert (QTE) and the Clinic Director.<br /><br />Responsibilities include, but are not limited to:<br />• Screen potential clients for eligibility in the LITC program;<br />• Determine level of services to be provided to clients, including but not limited to consultation that does not result in representation and also representation in controversies with the IRS and state or local tax authorities (when the clinic is representing the taxpayer in a related federal tax matter). The representation may take place at any stage, including, but not limited to account adjustments, exam, collection, appeals or litigation.<br />• Manage the clinic caseload;<br />• Assure compliance with the requirements of grants; participate in administration of grants, including reports, and prepare applications for further grants;<br />• Support taxpayer education, including offering presentations and workshops for ESL taxpayers about their taxpayer rights and responsibilities;<br />• Organize and participate in training of volunteers and pro bono attorneys;<br />• Develop and maintain relationships with other community-based organizations that assist<br />low income and ESL individuals.<br />• Review the clinic’s outreach plan to insure that it effectively publicizes the clinic and its services to<br />low income taxpayers and ESL taxpayers.<br />Requirements:<br />• Admission to a state bar association;<br />• Authorized to practice before the IRS;<br />• Admitted to practice before the United States Tax Court; <br />• Prior experience working in the field of tax law and with tax controversies<br /><br />Salary based on experience.
